Living space in my city is really expensive. I have the luck to be able to afford an apartment for myself. The apartment next to me, is shared by 5 students. And they have a very different rythm than I do.
They listen to music and laugh the entire evening until late night. One of them is a girl and her laughter is so loud and nasty that it actually woke me up while sleeping. Frequently, they are awake until 3-4 AM with very loud music. I have to wake up at 7 to go to work. The situation is ongoing since 1.5 years now. Sometimes students moved out, but new students moved in and the situation has been the same ever since. Now, it's past midnight and they are moving furniture.
Steps I have taken until now:
>talk to them about it When I confront them with what happened in a friendly way, they react understanding and assure me that they will be taking more care in future. Nothing changes anyway.
>contact the landlord The landlord made it clear that he has no legal way to get them out although he would like to. But laws are very much in favour of the tenants here. This kind of violations are not a reason to cancel their contract. And even if he did, one of the other students could legally take precedence in keeping the contract instead of the current main tenant. So all it would achieve, is replacing one student.
>call the police The police doesn't take it serious. They show up but the fines are ridiculous. The fines aren't stopping them. Since it's divided by 5 people, it's roughly 6 Eur / each / evening. Also, calling the police resulted in inappropriate reactions. For example, the day after, my mail was opened. Although I obviously have no proof that it was them.
What can I do? It is seriously impacting my quality of life. Finding a new apartment is not really an option, I don't have the money to move and it would be a long process.
Earplugs, and listen to loud music you like when you get up at 7am. That way you can really get into the mood for another wonderful day! And you've just got to have it extra loud, get that energy flowing so you can be super productive.
Also, ask your landlord frequently if there are any other apartments available in the building. You might be able to just swap over into one that has better neighbours.

OP's apartment with one bedroom could be 1500 euros a month, and the students could be renting the same kind of apartment between five of them for much less. It has nothing to do with OP underachieving, it's to do with his shitty landlord renting a property to shitty students who act like shitty people.
OP I sympathise. I pay 1000GBP a month for my very nice apartment in a gated community. We occasionally have irresponsible students move in who make a lot of noise, don't get rid of rubbish properly and generally make it shitty for everybody else who pays good money (mostly young professionals) to rent their homes.
I would probably try and be more intimidating to the students. Tell them that if they do not keep the noise down then you will be taking further action which may result in their eviction. The landlord is lying to you about not being able to get them out - their tenancy will come to an end and he has the ability to vet his tenants beforehand. He is renting for money and probably doesn't give a fuck about who he rents to as long as he gets the money coming in.
Try writing an official letter to the household, pay for it to be hand delivered and explain in the letter that you are now keeping a detailed diary about their actions and will also be taking recordings of the noise. It may also help to speak to other people in the block who may also make complaints against them.
Make it intimidating for them to continue living there while making so much noise. They might be young but that's no excuse to ignore the rules put in place for tenants.

Honestly this. I had to do something similar when living in the "Mustard Mansion". Which was a large Victorian turned apartments. One unit upstairs and one down, was downstairs. I lived with 3 other people, 2/F and 1/M, and we each had our own large room. We were pretty quiet and had rules amongst ourselves to make the living situation amicable and decent. Things like letting other know if you have guests, all parties unless thrown by all member's of the house over by midnight, no overly loud anything, and everyone had to clean up after themselves and got and equal amount of maintence chores.
Our upstairs neighbors must have been running a zoo specifically for gorillas with all the bullshit they got up to. They threw parties until 4 or 5 am during midterms and finals. They threw there garbage down into our yard. We even had their people passed out on the front porch. We asked them to stop and they would act all pt upon, and then keep on doing it. We eventually had to record everything, with video evidence, and got the landlord to start the eviction. He was most upset about the yard though.

I'm the user you replied to - you are lovely tenants and exactly like the vast majority of people in our nice little block. We have a band who live across from us (probably around 4-5 people living there) and they are awesome. Quiet, but if they ever have a party or anything then they will let us know.
The first weekend our shitty neighbours moved in, they were belting out shitty karaoke until 3am. Considering they live in the next block over, third floor up, it must have been fucking loud (we're ground floor). A couple of weeks after all we could hear on a quiet Sunday after was a girl screaming at her boyfriend, swearing and telling him to fuck off and leave. It was horrible. They're clearly both young and are living there with other people. I just wish landlords would vet a bit harder in more expensive rentals - there is literally student accommodation down the road which would be more suitable.

I live in my apartment because I loved the area, I wanted to live in the city for a few years and it's just me and my partner. I plan on buying a house in the next few months.
I wouldn't rent forever. When I do buy, I'm making sure I buy in an area which if mostly, if not all, privately owned and not rented out.

this morning I woke up half hour earlier, at 5:30, because I felt the urge to vacuum my apartment and the stairs in front of their door, I "accidentally" hit their door and the shared walls quite a few times with the vacuum cleaner, until I heard that they went out of bed. I think I vacuumed for about half hour. Also, I will play loud wale sounds to start my day in harmony, in the morning, from now on.
It's a 4 room apartment for, in Euro, about 2400 Eur / month. My city is totally overpopulated because of some international companies who thing it's cool to be here (Google, IBM, etc)
