If there was no wall funding in the military's 2018 budget, Trump has two choices. He can amend the 2018 budget, which must be approved by congress. Or he can put wall funding in the 2019 military budget, which also must be approved by congress. The military budget is not a fucking slush fund for the executive branch to play with. In fact, our laws are specifically set up to prevent such a scenario for exactly this reason. Pull your head out of your ass.
