He doesn't need funding. The military is already funded. Use the corps of engineers -- it's their responsibility anyway. Congress has no real say in it, but most people don't know that. Pretending that he needs congressional budget approval allows Trump to not build the wall so people can flow as capital demands and perpetuate a narrative that he is set upon, victimized, and hamstrung by third party forces.
