All other states have this law:

Gun shows are comprised of 99.99% FFLs. When purchasing a firearm from a table you always fill out a 4473. Now a gun show does attract a significant amount of individuals who own guns meaning the likelihood of a private individual wanting to sell his gun to another private individual is higher. This is a private sale, there is no loophole. Some states require private transactions to go through transfers.

Insurance requires certain minimum doses be given to establish "medical necessity" for coverage, so no matter what doctor's have to prescribe certain amounts just to not force you to pay (too much) out of pocket. That law infers that you can't sell someone a firearm if you know they are prohibited. Some states (like Oregon), have a law which explicitly prohibits private transfers without a Brady check.
When that law passed in Oregon, damn near every county sheriff stated that they would not be enforcing the law, which effectively rendered it moot.
