The decision to hire illegals almost always comes from the very top, its then up to the GMs how to implement it, usually completely against their will. I work in probate and once I close out an estate, I never look back. I'd never have any reason to once I'm discharged by the courts. I often wonder if any of the dozens of estates I've handled have ever subsequently had the SS# re-appropriated. I take every precaution I can but there is so much filed with the courts, distributed to attorneys, distributed to beneficiaries (some real shady characters, too).

Well ive got a fair amount of knowledge in the area, and Ive never seen it not come from upstairs. You are correct in the sense that the GMs are given their budgets (usually not a set number but a percentage), but the people making those numbers are (usually) not idiots. GMs as a general rule arent going to place themselves and the company in hot water simply to fudge numbers that arent theirs, there just isnt anywhere near enough financial payoff to merit the risk. The most common way it happens is because the budget becomes unreachable, the GM states the case and is in no uncertain terms told how he can reduce the expenditure. The hotshot GM who went off hiring illegals without his companies knowledge doesnt last long by default, because if hes willing to bend the rules there, what other even in-house policies is he willing to ignore?
