F-22 production was halted a long time ago - we couldn't give them new ones if we wanted to without starting up production from scratch again, because the military supply chain is dumb. Japan wanted F-22 because it's supposedly a stronger air-to-air platform than F-35, however, they are instead making plans to leverage the F-35B's VTOL capability by converting older ships into light aircraft carriers. The 35 will work well for their needs and it's honestly a good decision, despite the bad rap the 35 gets, I just wish they went whole hog and tried to buy the rights to the F-23 - that would've been glorious.

and since there's zero tech transfer most countries won't be able to build jets on their own for a while, or even pull off joint projects like the eurofighter, and they'll be forced to buy the next generation from the US.

I hope that the YF-23 will be put in service some day. It would be amazing to see it and the F-22 flying side-by-side. While it seems like its less and less likely that it could happen, I think there's still a chance Japan might go for it.

The modern alternatives are Super Hornet (about as expensive to operate as the F35)
Then you have the Eurocanards that range from about 33%-85% purchasing cost followed by 33%-70% operational costs.

Japan, being an island needs a long range jet so Gripen E is kind of not really adequate (it can match the range, but with less weaponry... and if you need to fly to China and back you want more than 4 SDBs and 2 sidewinders).

So the F35 is about 25% more exensive than the alternatives and will be the best BVR fighter in the lineup. Even if the Rafale is better after contact, the F35 will be able to delay contact/detection by China for longer.
And this fits the task better.

Fly out, drop some bombs and go back, preferably undetected.
Or fly out and stealthily start engaging enemy aircrafts from a distance.

So even if it is slow and a turd, for this specific mission type it is the best option.
Gripen would be better suited if the only enemy was North Korea.
