Federal agencies have far too much discretionary power, the ATF gets to decide what is and is not a machinegun. They have a very long history of ruling devices that increase rate of fire, like pic related, as machineguns and there has so far been no attempt to lawyer up and resist these rulings. Frankly it's amazing that bumpstocks were legal as long as they were, even though you can get the same effect with a belt loop on your pants.
