No, IQ tests generally do nothing to measure creativity. Lynn uses a different metric called Openess to Experience to measure average creativity in one of his studies. I can't find the exact chart but it shows that East-Asians are less creative than Whites and (suprisingly) Southern Americans.
Most culturally neutral IQ tests measure Viso-Spatial intelligence and little more.
