I'm a natural resources / water / public lands attorney who does fed litigation for private and municipal clients. Our firm has clients who hold over 550,000 acres of federal grazing and timber leases on BLM/USFS land. I've been counsel of record in over 20 lawsuits against federal and/or state agencies.

State laws apply to federal land, and state law enforcement have jurisdiction, over federal lands within their state. In Oregon, for instance, the state police manage all fish and game and criminal law enforcement on federal lands. The only realm in the sphere of federal lands, where the feds have more authority than states, is in regard to natural resource management. Even then, in all Western 11 states (where the vast majority of public federal land is), state law governs water management entirely, 100%, making the federal government a claimant for water - thereby subject to state water laws - just like anyone else. I have clients who've been beating the piss out of the feds in water-rights litigation for - literally - over half a century.

California is a shit hole for the following reasons

>Basically one party rule now (something like 65-75%% of the state legislature is controlled by Democrats now)
>Basically a sanctuary state and over run by illegals. >Democrat politicians cater to illegals, foreigners, homos, the super rich, and other degenerates. This attracts more of them and the bureaucracies tasked with serving these populations grow along with them. It's very hard to reverse these policies even when you see the occasional Republican governor or majority in the legislature.
