Western Europe is one big investment (quite literally considering the amount of US money funneled into reconstruction) for America since '45. They have worked tirelessly to ensure a strong sphere of influence there, including military control. No single European military can measure up to Pentagon, but a united EU Army would be in the ballpark. I don't think America wants this.
Security has traditionally been the greatest venue for American influence and control in Europe, and an EU Army would make American security guarantees obsolete.
It is clearly a threat to American hegemony.
