A law has limited the number of reps to 435 since 1963.

13 states for 38 million people or 3 milliom on average per state, which is still ok
31 Mexican states for 130 million states for 4.5 milliom on average per state.
I guess the only states who hate this are California, Texas and New York and they could split up into 3 or more states each to get more senators.
