Probably cause the vehicle was deployed abroad with the gendarmerie national as part of EUFOR. When I was deployed my vehicle had US markings in addition to U.N. and NATO idents. The French and Germans would have the same markings, and in Mali they have EUFOR markings instead of the ISAF insignias since the mission in Mali is an eu op and not NATO. It’s not that uncommon to see units with multiple flags and insignias depending on their role and the type of operation. Generally, though, we tended to make ourselves fairly apparent to anyone who had a problem with us.

I think the non-uniforms with the orange armbands were from elsewhere in the EU, they were very aggressive and didn't seem to care if they were filmed doing illegal shit.
They're technically not EU tanks. The gendarmerie nationale are a branch of the French armed forces, but the EU wants their army, and the establishments of the member states want that too. It would be no surprise if it turned out that parts of existing national forces were being prepared in advance to fill that role for if and when the time comes.
