You have to distinguish between "proper" mercenaries like Executive Outcomes back in the 90's, who were soldiers / armies for hire, "military contractors" like Blackwater who were basically a way of saving money for the American government, and then the shitty frontline replacements that Arab armies use (Afghans in Iran being recruited to fight for the Syrian government, or Sudanese troops being hired by the Saudis to fight the Houthis in Yemen).
