Venezuela is entirely controlled by the government - wages, prices, all major sources of revenue, confiscatory taxes, etc. As for who called Venezuela the bastion of socialism that works - that would be the entire media complex when things were looking good. It obviously matters more what sectors of industry are private/public than it does what ratio of GDP can be attributed to private/public exchange. In fact, this graph is moreso comparing the performance of the private sector to the public since both are present in unknown quantities. The majority of industry could very well be publicly owned and is simply vastly outperformed by the few private organizations present in the country. We don’t know, the maker of the image chooses not to tell us, which is revealing in a way.
