That's not how I understand the tax code. If you receive an income you have to pay taxes on that. If you receive any amount over $15,000.00 as a gift, you also pay taxes on that. Otherwise everybody would just claim "gifts" from their employers.

No. Inaccurate. Gifts are non taxable almost every time (up to a limit, 15k i believe). The person who made the money got taxed.

Additionally, employers do give gifts prizes to their employees, which the employees have to report as taxable benefits.

The tax is paid from the salary of the person who made the money. taxing it upon second transfer makes no logical sense.

The gift giver has paid the taxes on their money gift, but you cannot receive over the $15,000 a year limit in gifts before you are supposed to claim them on your taxes.
This was to break a tax loophole; nobody would want to work for small businesses and pay taxes on their wage. They would rather just receive cash "gifts" weekly and "help" the business owner out with their business for free.
