Comey is turning the Trump case into a referendum by voters, since he knows that Trump is not in danger of indictment. Why would he know? Comey was one of the chief law enforcement officers of the nation, and he knows that the more powerful a politician is, the more likely that they are above the law. Plus, U.S. Attorney Geoffrey Berman, who heads SDNY, would rather have the public pretend that we have a functioning government by not prosecuting Trump and instead just explaining away Trump's corruption as "politics as usual," which Comey now has to seize on to make this an election issue. He knows that the DOJ will not indict Trump.
