If you want to know why it's being criticized, read the "our vision and guiding principles", plus objectives 13, 15, 16, 17, 20 and 22. I'll quote some key parts next.

Economic migrants shall be treated EXACTLY the same as people with actual refugee status, i.e fleeing from an active warzone.

Media shall be prohibited from presenting any migration critical views.

All of this is governed by the EU and the nation states in and of themselves have no control over these regulations.
