He knew it would be hard to convince Antonescu but he promissed Bassarabia and I think i've read this in Hitler's Table talks book where he said that although he had to convince Antonescu to give up Transylvania to the Hungarians so the Hungarians would join the fight against Bolshevism he hinted to Antonescu by saying "borders are temporary"

One of the few good things under Ceasca was how Romania managed to maintain a somewhat independent foreign policy instead of cucking to the US and now EU. Not to mention how immediately after Communism all the industry got sold for spare change. Places like Hunedoara are still cucked because of that.
