It's good if you're poor and cannot afford health care. The argument they made is that the poor get "trapped" in poverty if there is a medical emergency. The state prevents it by giving free healthcare.
But the Americans did it because they don't have government owned hospitals. Modi could've just funnled more money into public hospitals if he cared. But that would not make private hospital owners rich.
