A lot of it depends on what she likes to do. Hike and then light lunch is good if she's a fit type. Canoeing/Kyaking at a lake or something like that has worked for me, but I think that's more of a second to fourth date thing. Coffee and a walk around the park?
I feel for you, OP, it's tough to find things to do when you barely know someone. And then once you do know them, you've already done most of everything anyway, and it's a struggle to figure out what to do without being repetitive or boring.

bookstore brousing and if they have a coffee shop inside that'll work great. You'll find out what she's into what she's read/thought about them, she'll learn about what you like and you can have fun making comments about book covers and casually goofing around. instead of dinner, get some coffee and buy her a book or magazine (depending on what she's comfortable with). if things go further, it'll be a good memento if not, you'll probably spend about as much as you would've at a restaurant/theater. but there are a lot more conversation starters/jumping off points at a book store then pretty much anywhere else.

Even the worst cities (in my country at least) will have things like museums with exhibits and art galleries, big parks, maybe indoor ice skating or squash, old castles/mansions (with nice gardens too - for eating in and walking). Depends what you two like.
