Poland was the last straw in a series of German expansions. The British and French allowed the militarization of the Rhineland and the annexation of Austria which both blatantly violated the Versailles treaty. Then they negotiated the Munich Pact which gave Germany the Sudetenland under the condition that Germany didn't conquer the rest of Czechoslovakia, which the Germans did anyways a few months later. As a result of the failure of the Munich Pact, the British and French realized Hitler could not be appeased and entered into a defensive agreement with Poland to check German expansion, thus their alliance with Poland was directed at Germany alone. The British and French tried to get an alliance with the USSR but the Soviets refused because there was nothing the allies could give them in return for an alliance. Hitler feared another two-front war, his original plan was to invade France before Poland because he feared the USSR would come to Poland's aid and Germany would be involved in an unwinnable two-front war between France and the USSR. The Molotov-Ribbentrop pact solved this problem, USSR agreed not to attack Germany in exchange for half of Poland and an agreement by Germany not to invade the USSR (another agreement the Nazis would break later). On 17 Sept. 1939, Stalin saw how fast the Germans were advancing and decided to invade Poland out of fear that the Germans would take the whole country and leave him nothing. Thus the allies didn't declare war on the USSR because their pact with Poland was directed towards Germany, the USSR was technically securing territory promised to them by the Germans (had the Germans not invaded in the first place the USSR wouldn't have invaded), and most importantly the allies realized they couldn't win against both Germany and the USSR.
