Adolescents-25, yes. The brain, specifically the frontal lobe, which is the area of the brain responsible for decision making, future planning, judgment, attention span, and your inhibitions. What happens is as humans grow up, we experience this, that, what have you. The brain creates memories via the axons of neurons, and we store many of those memories forever. They shape who we are. For a simple example, if you touch a hot stove, your brain makes that memory, your neurons make that axon, it's there forever. The frontal lobe completely stops making new axonal connections around the age of 25. It stops it forever.
Now let's factor in marijuana, typically known to chill a mother fucker out. To relax someone. When you're relaxing on the couch watching television, playing video games, all while high, you're not critically thinking. You're just accepting information. You're not a vegetable, of course. But you're not actively using your brain to create new memories that teach you how to make decisions or to plan. Read: You typically don't make new axonal connections while high. So if you smoke, do edibles, what have you, from age 15 to age 25, you haven't been making many axonal connections all those times you were high. Now, at 25, you physically lack the connections you probably should have. You have less capacity for memory, for learning. You still have a crapton of space, but less so than someone who didn't smoke every day for a decade.
So yes, it can physically stop your brain from growing from overuse.

To clarify a bit, what will happen as we all age is the brain will "overwrite" memories and skills we learn as we age. If you take a job that doesn't require you to remember AP calculus from the 12th grade, and you're 35, your brain has probably already overwritten how to solve a certain set of equations. Maybe you took up an instrument, or learned to woodwork. This does not mean you can't ever learn calculus again, of course. It just means when you're 35, upon learning calculus again, you'll overwrite something else if you really hit the books.
I'm glossing over things like short term memories being stored in the hippocampus, and the function of sleep in creating long term memories, but this is how we learn and how it's affected by drugs in a nutshell.

Cannabis use during ages where the brain develops may reduce grey matter mass in the PFC. This hinders top-down thinking and rational decision making, much in the same way drinking alcohol does before ages 21-26
What little we know about Cannabis is that it can hinder the immune system and prevent the body from creating new capillaries, which can tangentially delay the onset of certain diseases such as cancer.
It's a stretch to suggest that relaxation brought on by cannabis is hindering the creation of new Axons though. Some people report that creative thought processes and experiences increase while under the influence of THC/CBD/CBN. But even assuming this was the case, the process of forging new memories and experiences isn't static in the developing years, which makes the distinction meaningless.
The more time you spend impaired, the less time you have to devote to other things.

Personally at some level yes, I smoke daily and I notice that I'm a totally different minded person when sober, I can get shit done high, but lack the mental energy to carry some it out when I know I could handle it sober. I'm close to quitting though, I'm trying to move out and start my full adult life.
