Bologna and Tuscany used to be super red but in last elections even there the left lost a tons of vote. I'm Tuscan (living in the north) and only small villages kept a red administration. Now the main divide is north (lega) and south (m5s), but they're allied, so...

First things that comes in my mind (not economically related)

- Deportation of niggers/rapefugees general
- Purge the RAI from progressives
- Extend the law who let non-Italians lose the citizenship if they commit terrorism related crime to socially hated crimes (rape, theft ecc)
- Abandon euro currency
- Put in the Costitution or make a law who ban sharia from Italy
- Put in Costitution or make a law who state the only family in Italy is the heterosexual one
- Ban gender studies in Italy (there are only 53 courses but thats enough)
- Ban Soros (persona non grata) and all his activities in Italy
- Cut public money from every LGBT or feminism related activity/association

These are easily things to do, if only M5S wasnt in govt but Lega was on the ride with Meloni for example.

birthrates are low because either

1) having kids it's not a necessity anymore because social care and government pensions

2) more people and more women are getting into university and beginning to work later which means less time for building a family, also more carreer opportunities for women

3)kids are not a necessity AND it's an economic deficit to have them in countries like East/Southern Europe, but the country has an affordable quality anyway

Russia example is irrelevant as today it's still below replacement rate and it hasn't he social care or quality of life of the rest of europe.
Realistically there is no solution unless a total collapse of society
