Foregen seems far-fetched to me, but I guess I can't say I've spent too much time researching it. I think stretching would benefit all circumcised men since it will alleviate any phantom limb syndrome feeling from not having the gliding mechanism....

Not true. The loss of the nerve endings matter less when fully restored than people think.
Sensitivity-wise, I would put an intact penis as 10/10, a circumcised one at around 2-4/10 (depending on how much skin was taken and the grade of keratinization) and a fully restored penis at from 8-9/10.
