It all comes down to politics. Antarctica is right there, but a bunch of different countries have claims, with a few of them even claiming the same pieces of land. And, since Antarctica has a ton of resources, countries have a vested interest in defending their claims. Mars, on the other hand, doesn't have any significant claims, and even if they did nobody could enforce them.
