Yeah. He wants a navy and army that actually has foreign projection power. I don't believe Mexico has had true military capacity before so it will be interesting to see what this will mean for regional politics. I know Mexico has recently domestically built a few frigates, destroyers and a large frigate benched at western naval standards and wants to build a lot more and it seems like AMLO will be giving them funds to do so after all. They're talking about manufacturing some pretty high end Russian aircraft in Mexico too so the Mexican army would have the capacity to engage in long range, heavy precision strikes outside of it's borders. That would be a truer game changer. It would also give Mexico capability to assert claims over oilfields deep in the gulf of Mexico.
If you are a chicano whom was born in Mexico or have a parent that was i believe it's fairly easy. You don't have to deal with foreign investor regulations that way and knowing English is a huge plus as you can work with American buyers much easier. I used to work at a Mercedes dealer in California with a Mexican born dude who was taking engineering classes and he ended up going back to Mexico to start a company that makes little metal sub assembly pieces for the Daimler-Benz factory down there with a small business loan.

Except Mexico actually has the capacity to pay for this stuff. Politicians and officials salaries and benefits were previously literally like 30% of the entire government budget and most were being absurd amounts of money. He's scaling that back a lot and redirecting where that will be spent. Mexico is also getting increasingly more manufacturing work and higher paying jobs meaning more tax revenues.

Outdated article. Trump put a bunch of tariffs on Chinese cars so Ford will no longer be exporting the Focus from China to the US. AMLO ended up negotiating a compromise with the Trump administration so that Mexican cars will still come into the US duty free but car companies now have to pay Mexican workers $16 per hour minimum to make American companies think twice about simply moving manufacturing jobs to Mexico solely as a cost cutting measure. Ford is still making the Fusion and Lincoln MKZ in Hermosillo, Mexico and the Fiesta at Cuautitlan, near Mexico city. Mexico is still cheaper to build in at $16 per hour than the US though and North America is effectively locking Chinese cars out of the continent in preparation of China 2025. Ford Hermosillo is going to swtich building a rear drive vehicle in a few years and Ford Cuautitlan to building the baby Bronco in 2020.
