In reality, it's somewhere in the middle. Obviously it'd be impossible to control every talented person in the world. I'm sure a few people were annoyed when Public Enemy told everyone to listen to Louis Farrahkan in their hit songs. Governments, through agencies like the CIA, do attempt to lead people in a certain direction, but it would be impossible for culture to be completely crafted. Jay Dyer has some cool stuff about how a lot of the 60s cultural icons were unknowingly influenced by the CIA.
