Most won't have access to guns, so your weapons of choice should be fire (molotovs), impact weapons (hammers, bats, homemade polearms).
Police armour is designed to be most effective against bladed weapons. Hence using impact weapons like hammers for best effect. But sure, if you have a claymore then by all means use it when it might be appropriate to use one.
