The act approved by the UN General Assembly sets a series of objectives, among which the best access to health care and education for refugees in the host countries stand out. Like the Global Compact on migrants signed in Marrakech, even the document approved today by the UN body is not legally binding. But it becomes so once the magistrates begin to take it into account in their sentences, taking it as a piece of support to make impossible expulsions and guarantee primacy to the Italians as regards welfare.

Some of the points included in the refugee pact are as follows:

-The concept of refugee is extended to people affected by climate change (paragraph 12).

- Every four years starting in 2019, a global refugee forum will monitor and produce an index of how each country has fulfilled the obligations of the agreement (paragraphs 17-19).

-A global academic network will be established with universities, associations and research institutions to create opportunities for refugees in education, research and scholarships (paragraph 43).

-Promote a positive attitude towards refugees transferred from one country to another (paragraph 90).

There is another Global Compact: one for "Refugees". And yesterday the UN General Assembly approved it. Only two countries have rejected the international agreement: United States and Hungary

Three States that abstained. Italy, which did not want to adopt the Global Compact on migrants, has instead voted in favor of this other international document.
