It won't fly in the US. "guaranteed republican form of government for each citizen." Just make a straight 20% tax for each citizen, regardless of how he makes his money, payable every year. Those that can't/won't pay their taxes get their citizenship stripped.

The rich can influence politics by other means than voting - lobbying, political donations, personal relationships with politicians, investing. I'd be surprised if billionaires even bother voting.

The only way this works out the way you think is if your tax % is what determines the weight of your vote.
Millionaires paying 1% on their income will outpay taxes of a middle class person making a good salary and giving more power to the people that can already to afford politicians today through contributions/political organizations/lobbyist is a bad idea.

I personally think a government study should go into understanding what defines a healthy middleclass, some metric on standard of living such as square footage, multiple vehicles, replacement rate childbirth i.e. 2 children, finances to afford medical/future education for the children and also to save responsibly for retirement by the parents. This metric should be what is used to determine the voting rights of a person if they are married, and if single similar metrics but slightly skewed and less weight to encourage marriage and formation of family.
This is the only way to ensure the people who basically form the majority of those taxed do not get fucked over by greedy politicians trading benefits for the votes of the poor and the ultra rich changing the laws to their favor while screwing over middle class and the poor.
