Even if you grant voting rights to a very small select section of the population, won't it always expand to eventually include the entire population? That seems to be the pattern of all democracies in the world.

My ideal state would have national service (with votes only going to those who have served), a limited government focused on extremely efficient delivery of external safety (military), internal safety (police), and laws/justice (which should be continually reviewed to have a smallest possible legal system. ie an entire lawbook not much longer than the constitution).

A fourth department would be responsible for completely transparent bidding on anything else necessary for social welfare (ie education, healthcare). This should be split into small manageable units, as much as possible (ie so, for instance, 20 nurses at a hospital can operate as a single entity, bidding for that business, etc.)

Education would be paid for but only by percent of future earnings, directly.

Wrong, the only function of the Army is defense. For the rest society is Laissez faire, it's not Ancap but you couldmake the point that it's minarchist. in the books Heinlein doesn't dig that deep into how society should be organized but if you read other books of him he is pretty stable in his stance on Government encroachment in the lives of people. That's why he deems people that have faced hardship and put their live on the line for something they believe are more worthy of voting because they wont squander it like the rats we call politicians.

the school system should have self defence three times a week, and debate classes. This way you'll create a strong mind and a strong body. I wont even have a real millitary, but i'll allow citizens to carry a gun after taking a course on the law of the land and serving as a reservist, that way there will be a significant civilian population that is capable of defending the country and could fullfill the function of police who patroll. The Army will mostly be made of Elite strike units who could infiltrate other countries and rapidly train the reservist and non reservist.

There should also be a hard cap on the height of the tax and the percentage of the percentage of civil servants, any crime comitted by civil servants or representatives concerning public money should have two times the punishment as for the theft in normal cases.
Laws should always be temporary, and there could only be a certain amount of regulations. Dependingon by what percentage the law is passed the law should be valid for a longer period.
Every ministery should have it's own election. There will be no political parties allowed, every ministery has 12 positions, and the more votes you get the more voting power you have, 2,5,10,14 something like that. Politicians need to have a program with their points so people can study them, the politicians will only be allowed to make legislation arround the points in their election program.

For taxes there should be a flat tax, people can get a tax cut by doing jobs in the public service, ergo a nurse spending 4 hours caring for elderly or an accountant helping people with there tax forms. This way we can reduce the body of the government and create a involvment in the population, people who chose to do public service will get an extra vote as I stated before every citizen eligble to vote has 1,2,..,10 voting points but people who preform a service will have the right to cast a 20 point vote.
