Everything has to be custom made and tested, especially if you're planning to send humans. The requirements of manned space flight that far out (ISS is just 330-435km out, the moon 350.000-400.000km) are much more difficult.

Still, I find it hard to believe that no records or blueprints were kept or that they were intentionally destroyed, and now we are starting from scratch. NASA states now that we can't send humans past Low Earth Orbit which is something like 1/50th the distance covered by the Apollo missions. Not to mention the sheer luck that would have involved sending humans through even the weakest areas of the Van Allen belts.
