i wouldn't chalk it all up to environmental determinism, but a lot of the geography that made Greek city states possible also makes for a poorly unified central government. Greek public transit and mobility in general is among the worst in the EU. It's been proven that access to transportation is just as (if not more) important as access to education. Also, their economy is largely dependent on tourism, so when shit hits the fan like it did in 2008 it's even worse since their economy tanks whenever tourism dips
