That shoot should concern everyone here. In the last 12 years, I’ve watched the hiring standards change quickly and with no input from local voters. The Obama DOJ used private assessment companies to “increase diversity”. Ironically, they didn’t increase diversity as much as one might think, but they fully changed the personality types hired.
When you watch this shoot’s video, you see that they were “well” trained in the sense that they worked well as a team, we’re all in the same page, etc.
The training itself, however...basically BLM activists and politicians screamed “training! More training!” but because they haven’t the foggiest about how to police, they didn’t specify. And they love DOJ so they figured that was great.
Turns out LE agencies under DOJ umbrella use threshold force continuum rather than dynamic one used by most local / state cops. Dynamic is situational, threshold is what we saw in this video. Basically, “if you refuse or fuck up one of my commands, I shoot.” That was adapted from Iraw war rules of engagement, where a threshold standard makes sense due to IEDs, etc.

First of all, army has a higher tolerance for collateral damage. A tank round is still the preferred method of clearing a building. Secondly, if a soldier chooses to accept a surrender of an active enemy (very rare,) then it is done with honor according to the customs of the field. Typically, they come to you broken, which makes handling them a lot easier. On the super rare occasions where you are ordered to go out and capture an enemy, the techniques involved require speed and violence. The only time I've been told to take my time is when letting civilians through a checkpoint. They have to go through the dog and pony show because we want to make sure IEDs aren't on them. As civilians, they can choose to turn the fuck around and walk away from my position, which isn't the case for police officers arresting someone.
