The places where each 1/4 section of fence meets must be surveyed and chosen by a central planning committee (sorry for the communist sounding name, this is a bit of a communist way to build a border fence but oh well who cares about image at this point)

4. get estimates from each group when their section of border fence will be built

5. embarrass government in front of international community

6. build the fence

7. watch the government complain about a bunch of civilians who defended themselves from an enemy invading army of criminal, thug, drug dealing, raping mexicans

8. watch the mexican government complain to the USA government

I think the US ARMY is realizing that they aren't protecting civilians and the civilians are fucking pissed at the government for basically enslaving them.

If the wall gets funded by the govt, this fund will no longer be needed. My original promise stands true to refund. However many people also don't want a refund and would like it to go to a charity since it's such a large amount; actually most people have said donate it .
