I wrestled in HS with medium shoulder length hair for 3 years... I was asked twice to tie it up in that time span. This kind of stuff only gets enforced when there is already a bias. This is however my experience in NYC so maybe they are more lax here.

The issue here is that his hair was ruled at the skin/hair checks, and then the ref changed his mind after the match had already started. The wrestler was also denied an opportunity to put on a hair cap.
