That means she is not actually directly elected by the people. Rather she is elected by a broken system that pretends to be a democracy but is reality closer to a oligarchy.

Democracy's don't last very long. The United states is technicality a representative republic where we elect representatives that choose our president like Germany
You vote for A) a direct candidate and B) a party. Parliament then elects the chancellor.
Each party goes into the election with a candidate so you know which chancellor you are indirectly voting for.
It is called representative democracy.
