After Linclon's assassination they got the whole process of reconstruction got handed to some very southern friendly people, hence why they got away with shit like the Jim Crow laws and the latter Gerrymandering to stop Blacks getting elected. The south just lacked the resources and the capital for the economy to truly catch up with the north anyway, especially as people were heading west. Plus, the Cash crops were being grown elsewhere, like India and Egypt.
