I think that is a reasonable solution to the hydraulic fracking fluids, but not the most practical. There are several things that should be done prior to this. Firstly, there should be tougher laws preventing companies from drilling in the first place. It should be a long process which will take time and lots of resources. This acts as an economic deterrent for extracting natural gas in these methods. If companies cannot make as much money as quickly from these processes they will be less likely to pursue them, especially if it means they might waste years of paperwork and investigations for a denial of approval (this means an open and exposed political arena which is a fantasy at this point). The other effective way to stop this is to get society to consume less energy. I disagree with many of the policies California has put into place, but some of their Title 24 requirements are actually effective at reducing societal energy consumption (or at least curbing its growth rate).
