The idea with the social credit thing is that people will be forced into acting better because nobody care because there isn't something punishing them for breaking the rules. However, its going to fail and do nothing, just like everything else China has ever done. They might punish some big name celebrities into scaring the population into thinking the social credit actually means something.

aside from the fact that that's a ridiculous hypothetical situation, you have failed to account for the myriad of rules, regulations, attitudes and beliefs that hold NZ and other Western countries together. It's not just a case of surveillance and population size. These are vastly different cultures. For example, the Chinese people have had modern industrialisation and its vastly ranging effects forced upon over the course of a few decades. This has had, predictably, stark and often negative social and environmental effects on a population that was deeply uncivilised to begin with.

Maybe there's a reason that, despite having the exact same landmass, the United States is not rushing towards a population of 1 billion, and does not have nearly as many videos of this caliber despite having 1/3 of the population of China. Maybe there's a reason that America, while having some surveillance, is not the proto-Orwellian police state that China is. Who knows why this is the case though, probably just complete randomness.
