Although it doesn't really sound like something the Mob would do, they certainly had the motive, power and means to do it. The Mob delivered Illinois and the election, and there was an implicit deal in that. Bobby Kennedy was supposed to lay off. But of course he didn't.
The part about a Mob plot that doesn't make sense is that the Mob would make a lowlife like Ruby integral to the plan. However, in the scenario, he did his part and evidently kept his yap shut about it. Still seems like way too big a risk to have taken though.
