Couldn't say for certain but I do know this: Merthyr Tydfil in Wales is the poorest part of the UK, is almost exclusively white, yet has a fraction of the crime rate in blacked areas of London and other no go zones across the country.. Poverty does play a role but I'm not sure if nignogs can realistically get out of poverty with their mental abilities. Even in a turbosocialist state groups with higher IQ would find a way to exploit them.
Russia had a huge spike of violence in the 90s due to poverty but related statistics like homicide rate and burglary drop by 10-20% a year. Latin America had that level of homicides since 1970s at least and they aren't showing any signs of improvement. Even relatively white and well off places like Southern states of Brazil have murder rates that felt like a borderline civil war here in Russia.
