pakistan is a wild country with incredibly high criminality rates, a serious islamist insurgency/terror problem, many different ethnics, and generally rather poor people.

Saudi Arabia is incredibly rich, very very safe, and has rather small problems with street opposition, mainly in the shia east. the downside is the sharia, same laws as ISIS.

So it's def Pakistan, out of the two. Generally I'd say Somalia and Lybia
