Well user, first of all I would have to clarify how "The right" is extremely taboo in latin america as it is always related to homogeneous racial and cultural background; which clearly latin america lacks. Most of the thinkers and right wing groups remain in the fridge. Consider how our "extreme right" consists of neolib and neocon stooges. Pinochet is refered as the epitome of ultra right wing governments and even so, he was pretty much a neoliberal gatekeeper. Colombia has lately picked some "far right" governments that have alliances with paramilitary groups that fight FARCs, but they are pretty much neocons. Also check my links for info on the Nicaraguan Contras, which pretty much functioned as paramilitary anti-communist guerrillas, and groups like the mexican synarchists. So lastly I would dare to say that the most based and influential right wing ideology has been Peronismo.
If it makes you feel any better most of the organized right in America are neocons too. The right in the Anglosphere has always represented the interests of declining constituencies which is why it's always a shitshow. As such it usually is just anti-left rather than portraying its own agenda. It might be the same in Latin America.

The Monroe Doctrine was basically an empty threat at the time. For the good of the lurkers the Monroe Doctrine forbade European empires from expanding in Latin America. It was in large part defensive in theory.
The Roosevelt Doctrine was basically an updating of the Monroe Doctrine to be offensive. We would take an activist role in Latin America. Prior to WW2 the US State Department was most active in Latin America. McKinley was not imperial enough and had to be forced into war. I think that's why McKinley was killed to be replaced by the more compliant Roosevelt.
To the best of my knowledge William Walker was running his own show. There was a debate in the US about conquering and annexing Latin America officially around the mid 19th century, but we really didn't commit to it.

The National Endowment for Democracy is probably the nexus of most of that influence. Its subsidiary the National Democratic Institute for International Affairs is closely tied to the Democratic party and the Foro de Sao Paolo.
