If it's them, find your own shit to do, if it's their friends, find ways to spend more time together.
It only comes off as needy or annoying when you try to control the other person, instead of coming to a mutually agreeable solution.

I wish I could call some friends over. I live with my parents and they are pretty strict therefore me not being able to go out and meet friends caused me to lose pretty much all of them
