There were a number of policies the government used, but the most salient are: everybody worked like a dog, and they made themselves lapdogs of Uncle Sam in order to get access to the enormous and wealthy American market + trade deals. The ROK literally hired out army units to go fight in Korea and invested the money into building the big companies. The government deliberately encouraged prostitution around American bases in order to build foreign currency reserves. Etc.

A couple of things happened. First, many in Asia got ass mad out of a combination of envy and disgust at the scenario above. Also, Korea had always been something of a quiet, civilized backwater contentedly submissive to China, and seeing them instead throw themselves into the clutches of America her ensuing crass commercialism rubbed a lot of people the wrong way.

Internally, the ROK's singleminded focus on economic development -- which included unprecedented urbanization rates -- led to the destruction of a lot of Korean deep culture. At the time, no one cared because Korea fucking sucked but now a lot of old timers look back with regret at what was lost, and the young feel rootless and disconnected. Having been a foreigner in Korea for quite a while, they haven't lost as much as they think. The government and people are legitimately concerned about preserving the nation and its ways, and they'll be all right.

Yeah, although the government mandated a five day workweek as standard in IIRC 2008 (before then, Saturday was considered a work day by default).

The problem isn't really "long work hours". Part of it is a legacy of the postwar era, which was a time of insane growth where there was literally just a ton of work to be done. But really, it's about the big companies. The big companies received (and receive) all sorts of preferential treatment from the government -- they offer the most high-paying and prestigious jobs, and in return they expect a lot of their employees.

Now, these big companies had preferential access to development capital. The government loaned these companies a lot of money to build modern Korea, and they really were very generous and understanding with the terms as long as progress was being made. The little guy had no access to all this. Maybe he could get a bank loan to start a noodle shop or buy seed, but he wasn't going to build a shipyard.

As a result, Korea developed a two-tier work economy. The big companies demanded long hours and total dedication from their employees, and in return they offered lifetime employment and good pay. As a result, the competition to work for these guys got to be (and still is) intense. When I lived in Korea, I was a lot less bothered by the hours working adults put in than by the hours of kids in school. It also means that everyone else is hustling to pick up the scraps falling from the table of the big company. If you're employed by (or even own) by a small business, you're competing on obviously unequal terms with these guys, just trying to get by.

I went to a very competitive college. The international Korean students were very insular. In the rare cases that I could talk to them, they were boring, but they seemed to have a good enough time together. They wouldn't open up at all.
