Your description of burnt coins makes no sense and although I have looked at the NSA paper you refer to (once upon a time), I recall no reference to them talking about "if they hold most of it = free internet money". Can you please provide links for both of these? I suspect the former is your misinterpretation of what occurred - the latter probably an error in one of our recollections.
