Not yet. They need 2/3 of the Congress (which they don't have yet, but will conceivably by 2020 unless we can pass legislation to prevent illegals from voting). The 3/4 of states for ratification provides the biggest hurdle and will probably take a generation to tip, but the fact that this is even being proposed by a senior lawmaker should be frightening.
