As a migrant from Russia who went to Norway for 6 months as an exchange student and to Switzerland for 2 months for an international internship, I can tell that I feel more comfortable around Norwegians then around the Belgians and the Swiss. I'm pretty sure that you wouldn't find Russia a bad place. We are the descendants from a Swedish viking tribe after all. English speakers are paid well compared to the rest of the population. I think Saint Petersburg would be the best place for you as it has roughly the same climate as Norway.
A word of caution. Wearing expensive clothing, using expensive electronics and driving expensive cars will get you robbed and beaten up.
