Portable stick welders have gensets to power them and you can buy rods for welding pretty much any type of alloy. Looking at what has been placed down already its just fucking structural steel which any cunt can weld. It wouldn't take long for a ute to roll up and quickly weld a few bars onto it but it would take even less time for someone with an oxy/ace set to blow a hole through it.
Concrete pre fab sections are the only way to go.

That is missing the point of this thread.
If they plan to "upgrade" the slats to a wall of concrete later on the slats can not be corroded at the time of pouring. The steel must bond to the concrete or else the steel is useless for adding strength like rebar does. Also once corrosion has started internally it's only a matter of time before the concrete fails so it's important not to start the job with corroded steel. Lastly smooth slats are untested and not ideal vs rebar which is designed for this exact use. This is some armchair engineers justification for the fence not being a wall.
